The Senate defeated by 67 votes to 22, Senator Nye’s substitute neutrality measure, which contained a mandatory arms embargo. This was tantamount to a vote for the repeal of the present embargo law. The Senate also defeated an amendment proposed by Senator Clarke prohibiting armed merchantment and belligerents’ submarines entering United States ports. Senators argued that il would be better to give the President discretion in that matter.
