ON REPEAL OF ARMS EMBARGO TWO TO ONE MAJORITY IN SENATE. ANTICIPATION OF DECISION TODAY. By Telegraph—Press Association—Copyright. WASHINGTON, October 26. Three significant test votes in the Senate have established that those in favour of repeal of the arms embargo have a two to one majority. The only important amendments to the Neutrality Bill remaining arc: First to place armed merchantmen in the same category as warships in American waters; secondly, to retain the arms embargo. The vote is believed certain tomorrow. In the House of Representatives the margin in favour of repeal is believed to be increasing. The Senate defeated by 55 votes to 27 an amendment by Senator Downey (Democrat) confining sales of armaments to American nations defending themselves against non-Americans.
