After the delegation had reported to Cabinet. Mr Tanner said the negotiations had made slight progress. The delegation will probably go to Moscow next Sunday. A new law forbids Finns to take out of the country over £l5. They must register all valuable in their possession. Mines have been laid on the south coast and a blackout is being rehearsed on Friday and Saturday. Several Communists have been arrested on espionage charges in North Finland.
