We can make war in. Europe, but ,we cannot make an enduring peace.” Mr Hoover advocated that the United States should take five steps, namely, put her own house in order, strengthen her defences, aid Europe with counsel, assist in healing Europe’s war wounds, and assure liberalism in i North America. 1 I : — ~ 3
