9 KEEPING UNITED STATES OUT OF WAR LIMITS URGED ON ACTION IN EUROPE. FIVE SUGGESTED STEPS. By Telegraph—Press Association—Copyright. WASHINGTON, October 24. Ex-President Hoover, in a lengthy article in the “Saturday Evening Post,” reiterated his stand that the United States must keep out of the war. “We cannot solve problems or keep peace in Europe.” he wrote. “Selfdetermination by many peoples is im-J possible, because of boundaries or| economic life. “America cannot by words of contract substitute the processes of justice for hate and fear. We can make war in. Europe, but ,we cannot make an enduring peace.” Mr Hoover advocated that the United States should take five steps, namely, put her own house in order, strengthen her defences, aid Europe with counsel, assist in healing Europe’s war wounds, and assure liberalism in i North America. 1 I : — ~ 3
