AMERICAN NEUTRALITY DEBATE OPPOSITION IN LOWER HOUSE. EFFORT TO SET LIMIT TO SESSION. By Telegraph—Press Association —Copyright WASHINGTON, October 23. For the second time the Administration made an unsuccessful attempt to limit the Senate debate on the Neutrality Bill, but an agreement is possible tomorrow after a meeting of the isolationist group has considered the proposal. All are apparently agreed that the debate should end. The Democratic leaders have begun a drive to adjourn the session to November 3. The Leader of the House of Representatives expects a week’s debate on the Bill. The broadcast addresses of Senators Borah and Nye can be regarded as a last-minute effort to stir public sentiment. Further anti-repeal protests are crystallising anti-repeal sentiment in the House of Representatives. Predictions of difficulties which may be met in the Lower House gontinue. Certainly the Administration’s strength there is below that in the Senate, but the outcome cannot be predicted. y —— • EARLY SENATE VOTE ISOLATIONISTS' AGREE TO LIMIT DEBATE.
