REPUDIATION OF RUSSIAN PLEBISCITE. By Telegraph—Press Association—Copyright. NEW YORK, October 21. The “Polish Morning Herald’s” Paris correspondent quotes the Polish Minister of Foreign Affairs, M. Zaleski, as saying that Poland does not recognise any Russian plebiscite in the former Polish territory and has not renounced her claim in favour of Russia. “I am sure other civilised peoples will not recognise it,” the Minister added.
