The Washington correspondent of “The New York Times” states that the British and French are reported to be most concerned at President Roosevelt’s refugee proposals and declared in informal representations that one of the war objectives is the elimination of the doctrine of racial and religious bigotry, making it unnecessary for citizens to 'emigrate because of religion or race. President Roosevelt’s statement is understood to have discomfited Britain and France because they felt it permits the assumption in Germany that Mr Roosevelt endorses Heri' Hitler’s thesis that emigration may be forced.

Officials privately suggest that the President’s remarks are misinterpreted if they are taken to support Herr Hitler’s thesis.
