However, the possibility that the present German aggressiveness is only preparatory to larger operations is not ruled out. Colonel Requete, the military critic of the Belgian newspaper, “Independence Eelge,” states the opinion that German strategy has reached an im-

passe, whereas France's tactics could, not be more promising. Germany needs a rapid pace, and for this reason the French and British strategy should be to eschew rash adventures and aim at strengthening their lines and tightening the blockade’s screw.
