The British United Press Helsinki correspondent says thousands welcomed Dr. Passikivi upon his return from Moscow to confer with the Finnish War Cabinet, before again going to Moscow on October 20. GERMANS IN FINLAND. RIBBENTROP'S REPORTED CONCESSION. (Received This Day, 12.10 p.m.) LONDON, October 16. The Paris wireless station stated that when Herr von Ribbentrop went to Moscow, he agreed to M. Molotov's demand that all Germans must leave Finland. ______________
