f THE RUSSO=TURKISH NEGOTIATIONS CONFLICTING STATEMENTS CURRENT. ASSURANCE REGARDING RUMANIA. By Telegraph—Press Association—Copyright (Received This Day, 9.0 a.m.) ’ LONDON, October 17. Conflicting reports from European capitals further confuse the real state of the Russian-Turkish negotiations. Statements that a weekend pact was signed are offset this morning by dispatches from Copenhagen crediting Turkey with rejecting the Soviet’s demands. A Rome radio message reports that Russia has assured M. Saracoglu that she has no aggressive intentions in Rumania. A Daventry report stales that the Turkish Foreign Minister, M. Saracoglu, is continuing his negotiations with Russia. He is expected to stay in Moscow for another three or four days, having received fresh instructions from his Government. It is reported that Russia has given an assurance that she will not make claims against Rumania and that Turkey will agree to close the Dardanelles to all belligerent warships.
