RUSSIAN CONCENTRATION REPORTED. By Telegraph—Press Association—Copyright. CERNAUTI. October 14. Refugees from Poland report a concentration of Russian troops and material on the Slovakian frontier and Russian fortification of the new Rus-sian-German frontier. The adaptation of the Polish railway system to the Russian on the Lemberg-Kiev line is nearly complete. Russians are transferring Polish roll-ing-stock to the interior of Russia.
