GERMAN PROPOSAL TO CHILE. TRADE BY WAY OF NEUTRAL PORTS. By Telegraph—Press Association—Copyright. SANTIAGO October 12. The German Ambassador handed the Government a memorandum reiterating Germany’s intention to ship goods to Chile and suggesting that Chilean importers take title at neutral ports in order to avoid the blockade. The Government is mere acknowledging receipt of the memorandum.
