The whole question of adapting Anglo-Soviet trade relations to the conditions of the war is now under consideration, and some of the preliminary difficulties are under discussion with the Soviet. To a question in the House of Commons today concerning the publication of a Blue Book containing the documents dealing with the relations of the United Kingdom and Russia between August. 1938. and October, 1939, the Foreign Under-Secretary, Mr Butler, said that it was not the Government’s intention to publish such documents at the present time.
