The War Cabinet is considering the Russian-German Pact, in close consultation with France. The Polish Ambassador called on Lord Halifax and protested against the pact. I The Berlin correspondent of the ] “Telegraaf” says Russia has stopped the delivery of oil to Britain, as reprisal against Britain’s cessation of Russian deliveries. Tankers which were preparing to go to Alexandria have been forbidden to sail. TURKEY & GERMANY PROPOSED COMMERCIAL TREATY. (Received This Day, 11.40 a.m.) ISTANBUL, September 29. The newspapers state that a new commercial treaty will be negotiated between Turkey and Germany. Preliminary conversations have already, taken place in Istanbul. SOVIET NEUTRALITY REPORTED ASSURANCE TO LORD HALIFAX. TRADE NEGOTIATIONS DESIRED. (Received This Day, 11.40 a.m.) LONDON. September 29. Well-informed Soviet circles state that M Maisky (Russian Ambassador) assured Lord Halifax on September 27 that the Soviet intends to maintain a policy of neutrality. The Soviet is prepared to accept British proposals and to open trade negotiations on the lines of the visit to Moscow by Mr R. S. Hudson, Secretary for Overseas Trade.
