SOVIET ANNOUNCEMENT
Russia and Germany Calling Peace Conference GREAT NEUTRAL TO BE INVITED RIGHT TO DETERMINE FATE OF POLAND CLAIMED (Received This Day, 1.15 p.nr.) . ■ LONDON, September 28. The Soviet radio says Russia and Germany are calling’ a peace conference and inviting- an unnamed great neutral, believed to be either Italy or America. M. Stalin and Herr von Ribbentrop had discussed questions of European peace and their final decision would be of the greatest diplomatic importance. It was agreed that no other nation should be allowed to interfere with the fate of Poland, which must be completely disarmed, new frontier lines being drawn for Polish territory. The radio announcement added: “At this conference they will make and discuss proposals. Should the Allies not accept the proposals, the war will continue until the end. “Estonia has decided to accept the Soviet demand for a Russian naval base.’’
