VIEWS OF BRITISH GOVERNMENT. STATEMENT OF GENERAL AIM. (British Official Wireless.) (Received This Day, 12.5 p.m.) RUGBY. September 27. Questioned on the project for a United States of Europe, the Foreign Under-Secretary (Mr R. A. Butler) told the House of Commons that as Mr Chamberlain had. indicated, the British Government desired the formation of a stable international system, having as its object the prevention of war and a just settlement of international disputes by pacific means. The Government did not, however, regard it as desirable to commit itself at this stage to any particular procedure for achieving this aim. /
