Mr Cordell Hull (Secretary of State) speaking at Pan-American ceremonies at the World’s Fair, deplored “a state of affairs in which a callous disregard for law and morality, with a resort to brute force and unbridled violence, are the methods deliberately chosen for the attainment of national aims . . . . We know our nations will be materially poorer and spiritually poorer in proportion as the flames of protracted war impair and destroy in the areas directly involved the foundations of modern civilisation.”

Mr Hull pointed out that the efforts of Pan-American countries to maintain peace and orderly processes of civilisation, but said this was not enough, since these countries cannot be insulated against occurrences in the remainder of the world.
