We are' waiting for it .” SOVIET & ESTONIA TROUBLE OVER ESCAPE OF SUBMARINE. THREAT OF INVASION. LONDON, September 19. Diplomatic circles in Moscow are discussing the possibility of the Soviet invading Estonia. The news that the Baltic .fleet was ordered to “take measures” after the escape of the Polish submarine Orzel, which was interned at Tallinn, is regarded as significant. The Riga correspondent of “The Times” says that Estonia has dismissed the head of the navy and the chief of the naval staff in consequence of the escape of the submarine. The Russian Government is reported to be annoyed over the escape of the interned Polish submarine, and the official Russian agency alleges that Estonia connived 'in the escape. The Estonians say that the crew of the submarine broke parole. The submarine s guns were removed, but she still carried six torpedoes. The Soviet fleet in the Baltic has been given instructions about submarines escaping from neutral ports. A report from Stockholm says that Estonia is being blockaded. It is believed that the Estonian Minister in Moscow may seek an interview with M Molotov to discuss the escape of the submarine. —By Radio. REPORTED BLOCKADE BY RUSSIAN NAVAL FORCES. LONDON, September 20. A new twist has been given to the European situation as a result of the report that the Soviet Navy is blockading the Estonian coast. Confirmation of the action is contained in a statement issued by the Soviet Tass news agency from Moscow, in which it is alleged that Polish and other submarines are being sheltered in “ports belonging to certain Baltic States.” It is added that measures will be taken to prevent “possible diversions" by these submarines receiving covert support “by a certain Government per- • sonage.”

The Estonian authorities are accused of abetting the escape of the Polish submarine Orzel. Reuter reports that the Tallinn wireless emphatically denied the Soviet allegations and declared that the crew of the Orzel actually disarmed Estonian guards who tried to prevent its departure, as a result of which several were killed. It is officially reported from Riga that since the beginning of the war there have been no foreign submarines in Latvian waters. The coastal defences were strengthened immediately after the outbreak, and it would be impossible for submarines to gain shelter. STORY DENIED COAST NOT BLOCKADED.
