The view that if Mr Roosevelt brought the United States into the war on the side of Britain and France, it would be only by a supreme effort and by risking extreme discord among Americans, was expressed by Dr A. L. M. Perry, in an address to the International Association in Christchurch. Dr Perry said that there were nearly 40,000,000 people in the United, States whose parents had been born in other countries or who had themselves been born abroad. This lack of national cohesion would make it difficult to produce a united opinion. However, it was reassuring that Mr Roosevelt had reaffirmed the American guaran-, tee to Canada, which was bound to be regarded seriously by Herr Hitler.
