v EXPANSION OF NAVAL DEFENCE. FAST BATTLE CRUISERS RECOMMENDED. By Telegraph—Press Association—Copyright (Received This Day. 10.55 a.m.) THE HAGUE, September 18. A report of the naval defence of the East Indies recommends the building of fast battle cruisers of 25.000 to 30,000 tons, equipped with 11-inch guns. It also urges the enlargement of Sourabaya as a naval base.
