+~r. MEASURES TO ENSURE EXPANSION. ’ i ■’ GOVERNMENT SETTING UP COUNCIL. (By Telegraph—Press Association.) ’ WELLINGTON, This Day. The necessity for increased production of agricultural and pastoral commodities was strongly emphasised by the Minister of Agriculture, Mr Lee Martin, yesterday, in a statement in which he said that steps had already been taken to set up a comprehensive national organisation to marshal the whole of the resources of the Dominion in a sustained effort to increase our primary production. 1 The Minister said he had been assured by the leaders of farmers’ organisations of the whole-hearted co-opera-'tipn of the farmers of New Zealand who realised that in time of war it was the first duty of every man to contribute to the fullest extent in the national efforts to secure increased production. “The Government,” he added, “has decided to appoint a Council of Primary Production over which I shall preside, and which will be entrusted with the co-ordination of the efforts of primary producers on an organised basis throughout the Dominion. I expect to be in a position within a few days to announce the personnel of -the council and subsidiary organisations, and to outline their functions. “Since the crisis developed no time has been lost and no time shall be lost in effectively planning the maintenance and extension of farm production. And, with the co-operation of the farmers of this country, I am satisfied that we shall be able to evolve an organisation sufficient to meet any needs.” CONTROLLER APPOINTED. Control of all aspects of primary production and the appointment of Mr A. H. Cockayne as Primary Industries Controller is provided for in regulations issued last night. The general functions of -the controller shall be to direct, control and regulate the production, processing, manufacturing, packing, freezing, chilling, storage, and utilisation of any primary produce. The controller or any grader, inspector or other person he may appoint shall have the right of entry into any premises used for any of the above purposes. Complete or partial exemption from the provisions of the regulations can be granted by the Minister of Agriculture or by the controller.
