POWER TO PROHIBIT IMPORT OF PAPERS. CHANGES IN CABINET. LONDON, September 14. The Eire Government has taken powers to prohibit, if necessary, imports, except under license, of papers and periodicals printed outside the State. A censorship of papers printed within the State has already been established. Further changes in the Eire Cabinet are announced as follow: Sean McEntee, Minister of Finance, becomes Minister of Industry, replacing Sean Lemass, who is devoting his Whole attention to the Department of Supplies. Sean T. O'Kelly is now Minister of Finance.
