ALLEGED AGREEMENT GERMANS TO MAKE PARTIAL WITHDRAWAL. PARTITION AND CREATION OF BUFFER STATE. (Received This Day, 11.35 a.m.) BERLIN, September 14. It is reliably reported that, an understanding has been reached whereby Germany, after completing the occupation of Eastern Poland, will withdraw. A central Polish buffer state will then be created, after which Russia win occupy Eastern Poland. REFUGE IN RUMANIA DIPLOMATS FROM POLAND. (Received This Day, 12.5 a.m.) CERNAUTI (Rumania), Sept. 14. The Brazilian Ambassador, Senator Eulalia, the Spanish Ambassador, Senor Pedroa and the American Ambassador, Mr Biddle, have arrived from Poland with their families.
