'.ATTITUDE OF AMERICAN SENATORS. DEBATE BUT NO OBSTRUCTION. By Telegraph—Press Association—Copyright. (Received This Dav, 10.45 a.m.) WASHINGTON. September 13. After a drumfire of protest by some Senators that the amendment of the neutrality legislation Would involve the United States in war, President Roosevelt today summoned Congress for a special session opening on September 21. Leaders of both Houses are invited to confer with the President on the day before. President RooseVelt is anxious to limit the session to neutrality ahd to finish as soon as possible, but a num ber of Senators, notably Messrs Borah. Vandenberg and Nye declared that they Would insist on a full debate, but without a filibuster.
