The change in Government policy has been made in the Abe Cabinet’s sole contact with the Emperor. The War and Navy ministers are restricted to consulting the throne only on matters of defence, indicating the elimination of the meddling which has complicated foreign problems. Coincidentally, the Government emphasised its intention to concentrate on the settlement of the Chinese war, and to maintain an independent foreign policy.
