The Government would insist on the “principle of equality of sacrifice on the basis of ability to pay.” Mr Usey forecast a 156 million dollars deficit in the current fiscal yenr. He believed, he said, that any borrowing would be comparable with peace time levels. The income surtaxes are increased to 20 per cent and’excise taxes on beverages and tobacco are increased.
