U.S.A. NEUTRALITY
REPEAL OF THE ARMS EMBARGO. ANTICIPATED CONFIDENTLY BY PRESIDENT. By Telegraph—Press Association—Copyright. POUGHKEEPSIE (New York) September 10. President Roosevelt is confident that two -thirds of the Senate will favour the repeal of the arms embargo. He is concerned lest a threatened filibuster may prevent an immediate adjournment. The President is determined to call a special session and is likely to issue ■ a summons before the weekend. He is anxious to avoid a protracted debate, because an unfortunate impression may be gained in European capitals that there is national division. The Secretary for War, Mr Woodring. has ordered two infantry regiments, totalling 2,700 men to reinforce; the garrison at the Panama Canal. It is officially announced that the Assistant Secretary of State, Mr Sumner Welles, will be the United States delegate to the Pan American conference on September 21. The American Red Cross is sending Poland 50,000 dollars’ worth of hospital goods and blankets. A sum of 25.000 dollars has been advanced to the American hospital in Paris. Paul Gurtler, Herr Hitler’s immediate superior in the Great War. who enlisted in the Canadian Army, failed to pass the medical examination and was rejected.
