TURKEY VIGILANT
HOPES TO STAY OUT OF WAR. STATEMENT BY PREMIER. By Telegraph—Press Association—Copyright. (Received This Day. 12.55 p.m.) ANKARA, September 11. The Prime Minister, Bey Celal Bayar, in the National Assembly, said Turkey was out of the war and hoped the conflagration would avoid them. There were no direct Turkish-German political differences. Turkey's relations with the Soviet were friendly and her relations with the belligerents were based on international law. Turkey’s line was one of vigilant watchfulness.
