While it is believed in the United States that Canada will declare war when Parliament meets on September 7, the "New York Times” Ottawa correspondent suggests that Canada’s 'failure to make a formal declaration might be designed to exempt her from the United States Neutrality Act, enabling Canada to play an important role as a back door through which arms from the United States will xeach Germany’s enemies. On the contrary, however, it is believed that such a loophope can be closed by a United States prohibition of the sale of arms to a country suspected of re-exporting them to belligerents. POINT CLEARED UP EMBARGO TO OPERATE IN ANY CASE. NO AMERICAN WAR SUPPLIES ... TO GO TO CANADA. (Received This Day, 12.55 a.m.) WASHINGTON, September 6. The Secretary of State (Mr Cordell Hull) clarified the important point concerning the possible relationship of abstention by Canada from a war declaration and the re-export of American war supplies from Canada to the Allies. Ho said that oven if Canada does not declare war, embargoed war supplies cannot be sent to Canada from the United States.
