The Exchange Agency's Moscow correspondent says the Lower House, at a meeting this afterrfoon, agreed only on the order of the agenda for Parliament tonight. The House- put agricultural taxation first, universal military service second and the German-Soviet Pact third. The pact may not be reach-, ed until Thursday or Friday. ADMIRALTY ORDERS USE OF RADIO AND LIGHTS. RESTRICTIONS IMPOSED. (Received This Day, 9.55 a.m.) LONDON. August 28. An Admiralty order forbids ships to use radio transmitters, regardless of their nationality, in the tidal waters of Britain and Northern Ireland. The Admiralty has also ordered the darkening of all ships in harbours where air raid precautions are in force. The visibility of navigation lights is limited to two miles, and they are permitted to bo exhibited only when there is danger of collision. NOT MUCH PREPARATION SEEN BY JEAN BATTEN.
