ANTLSWISS CAMPAIGN ' IN GERMANY GARRISONS STRENGTHENED. TROOP MOVEMENTS THROUGH BRENNER PASS. LONDON. August 20. A message from Basle states that an anti-Swiss whispering campaign in southern Germany and heavy concentrations of troops near Basle have resulted in a strengthening of the Swiss garrisons on the Italian and German frontiers. All roads and bridges are mined and guarded incessantly. The Italian border garrisons arc being strengthened and troops are moving up to the French frontier from Trieste, from Venice and from Milan. German troops are passing across the Brenner to Italy, repeatedly arousing the hoslility of the Italian Tyrolese.
