After the signature of an agreement, whereby Japanese concessionaires in Soviet territory on Sakhalin increase the wages paid to Russian workers by 15 per cent and provide various amenities. a Foreign Office statement complains of the Soviet’s “undue pressure" continuing and declares that the Russians are not supplying sufficient workers and are refusing permits for Japanese workers, for which reason operations are almost suspended. At a conference the Ministers for War, the Navy, Foreign Affairs? and Commerce discussed reprisals.
