BLACKOUT POSTPONED
UNSATISFACTORY WEATHER IN BRITAIN. (British Official Wireless.) (Received This Day, 11.40 a.m.) RUGBY, August 9. It is officially announced that' the blackout which was to have taken place tonight in 28 counties has been postponed for 24 hours, since the weather forecasts indicate widespread low cloud, which would make satisfactory observation impossible.
