He seeks to establish a Kuomintang Government on the basis of a federal system of five autonomous units, closely co-operating with Japan, but since the plan involves continued Japanese military occupation the prospects of winning reputable adherents are poor. Canton reports state that the Japanese are making sorties around Canton, principally for the commandeering of food. They are destroying what they are unable to carry off and machine-gunning farmers, who are hurriedly harvesting the rice crop. REFUSAL TO STRIP MAINTAINED IN ARGUMENT WITH SENTRY.
