FRANCO AS PREMIER WITH DICTATORIAL POWERS IN EMERGENCY. DEFENCE JUNTA CREATED. (Independent Cable Service.) BURGOS, August 9. A decree announces the appointment of General Franco as Prime Minister of Spain without portfolio and dissolves the Deputy-Premiership held by General Jordana. It provides for a defence junta with General Franco as president, and includes war, navy and air Ministries in a new Cabinet of 12 members. The names are not announced. It is anticipated that Senor Suner will remain the Minister of the Interior. General Franco has been empowered to issue laws and decrees without consulting Cabinet whenever necessitated by an emergency. , TRENCHES DUG ON SPANISH APPROACH TO GIBRALTAR. REINFORCEMENT OF FRONTIER GUARDS. (Independent Cable Service.) GIBRALTAR. August 9. The Spanish authorities in La Linea are digging trenches on the neutral ground about 25 yards from the British frontier post. The Spanish frontier guards have been heavily reinforced since Sunday.
