JAPANESE PROPOSALS REJECTED SOVIET MEMORANDUM. ATTACHMENT OF HOLDINGS SUSPENDED. By Telegraph—Press Association—Copyright. TOKIO. It is officially stated that Russia has rejected the Japanese proposals regarding the oil and coal concessions in Sakhalin and has sent Japan a long memorandum setting out her own views. The Soviet Court in Sakhalin has informed the concessionaries that the attachment of their holdings would be suspended. Nothing has happened since.
