What can be done about it? There is only one answer, and that is that these peoples themselves must cither compel their existing governments to do as they wish or they must find new instruments of government that will respond to their peaceful ideals and ceasg these policies of pressure and force and threat which are not only terrifying the whole world, but: making impossible any return to prosperity and happiness until these heavy clouds are removed."
