VOTE TO BRITISH FOREIGN OFFICE HOME SECRETARY OUTLINES POLICY. ORGANISATION FOR PEACE OR WAR. (British Official Wireless.) (Received This Day. xJ.IS a.m.) RUGBY, July 28. Asking the House of Commons to vote £lO,OOO to the Foreign Office to increase the staff of its Publicity Department, and another £lOO,OOO for various publicity activities, such as films exhibitions, speakers, lecturers and the preparation of literature, the Home Secretary (Sir S. Hoare) said the Ministry of Information was a shadow organisation which would only function in war time. He added: "Our objective is to diffuse British culture abroad and to extend the British outlook abroad. It is necessary, in my view, that the world should know about the greatest experiment of a constitutional character the world has ever known—the British Commonwealth of Nations.” Sir S. Hoare announced that the British Broadcasting Corporation would not be taken-over by the Government in war time, but that there would be a substantial liaison, as with the Press and cinemas. There would be a censorship on both, but considerable latitude would be allowed to the Press on a basis of co-operation. '
