Butler (Foreign Under-Secretary) stated that it was not within the scope of the Foreign Office Publicity Department to deal with the co-ordina-tion of Empire news services and coun-ter-measures to anti-British propaganda, but there was constant contact with the Empire Press, which was always ready to correct misleading statements.
