NAVAL ACTION
THREATENED BY JAPAN DISPUTE WITH RUSSIA. TROUBLE OVER SAKHALIN CONCESSIONS. By Telegraph—Press Association—Copyright. TOKIO, July 21. The Navy Office discloses tliat a section of the fleet is
assembling in northern waters
as a result of Russian threats to confiscate the coal and oil
concessions to Japan in Sak-
halin Island. The size of the force, its base and destination are unrevealed.
Asked whether Japan was likely to use armed action to prevent the confiscation, the spokesman said that was possible as the situation was extremely grave. The naval spokesman yesterday declared that Russia was taking advantage of Japan’s preoccupation in China to endeavour to nullify the Japanese treaty rights in respect of the northern fisheries and the oil and coal concessions in north Sakhalin by means of unreasonable restrictions and inhuman oppression, including interference with the food necessary for the labourers.
The spokesman added that public opinion was rising against Russia, and the Japanese navy was watching the situation with grave concern.
