RETENTION OF AMERICAN SOVEREIGNTY URGED BY COMMISSION. CHANGED VIEWS OF NATIVE LEADERS. By Telegraph—Press Association—Copyright. (Received This Day, 12.20 p.m.) NEW YORK. June 30. The United States High Commissioner to the Philippines, in a speech, ad vocated United States retention of sovereignty over the Philippines, “to preserve peace in the Orient.” He stressed that it was; not only necessary for United States foreign policy, but for the economic preservation of the islands. He added that many of the Filipino leaders who had carried out a campaign for independence had changed their minds in the past two years.
