MEETING OF MASTERTON COUNCIL MANGAONE RESERVE LOAN. DONATION OF AREA AT STREET CORNER. The Mayor, Mr T. Jordan, presided I at last night's meeting of the Masterton Borough Council. There were also present: Councillors Trevor Beetham, J. Ninnes, A. T. Jackson, H. E. Gardner, R. Russell, G. D. Wilson. G. W. Morice. W. Kemp. W. H. Judd and A. D, Low. An apology for absence was received from Councillor W: White. The Presbyterian Church of New Zealand advised that the property trustees were prepared to take up £3OOO worth of debentures on borough loan at 4j per cent provided the council would uplift the money on July 31. or pay interest from that date. Mr Jordan said the money was required to erect buildings on the Mangaone Reserve. Upon an assurance being given by the Town Clerk (Mr O’Hara Smith) that there was every prospect of the loan being raised at the beginning of next month, the council decided to accept the offer. It was agreed to call tenders for the erection of the buildings. The trustees of the estate of F. H. Scharnweber offered to dedicate free of charge sufficient land at the corner of Cornwall Street and Pownall Street to round off the present acute corner to enable a clear vision to be had of traffic approaching in either direction, provided the council removed the present hedge_and fence and refenced the altered frontage and planted shrubs inside the new fence line to help fill the gap and serve as a protection against the prevailing wind, the outside area to be cleaned up and asphalted. The coun- ‘ cil accepted the offer with thanks and appreciation, agreeing to carry out the trustees’ conditions.

Following on advice from the Un-der-Secretary. Public Works Department, regarding a resolution passed in connection with the W. Garrett Estate, Bentley Street, the said resolution was rescinded and another substituted to the effect that the provisions of Section 128 of the Public Works Act, 1928, shall not apply to the southern portion of Bentley Street adjoining certain specified lots owned by the estate. The council decided to issue a taxi driver's licence to H. R. Cross. The engineer was authorised to procure the loan of a bulldozer to effect necessary work on the Waipoua River deviation workThe council agreed that the present metered water supply -to the Wairarapa Hospital be discontinued and that a flat rate of £l5O per annum be charged as from April 1, 1939. The council agreed that in future every application for sub-division submitted to the council for approval be accompanied by a copy of the plan of the proposed sub-division for council filing purposes. It was decided to effect personal accident insurance for the borough engineer, • borough inspector and gas manager. The Borough Engineer was requested to prepare a detailed plan and an estimate of the cost of rearranging the Borough offices to give effect to a proposal for the amalgamation of the gas and general offices. The Borough Engineer was also requested to prepare and submit a tentative plan and report on the suggestion whereby the librarian's present room be converted to a children's reading room and the present Women's Rest Room to the librarian’s room, the latter to give visibility both to the public reading room and the lending department. Messrs T. Borthwick and Sons Ltd., advised in reply to the council’s enquiry that local' butchers had not drawn any supplies of meat from the Waingawa Works during the past three months. The Mayor stated that in company with the Gas Manager and Mr R. N. Shaw, he had met the gas stokers with regard to making adjustments in overtime stated to be due to them, The matter, he said, had been satisfactorily settled by the payment in complete settlement of the sum of £34 12s 9d. On the suggestion of the Women's National Welfare League, the council agreed to erect a notice board in Queen Street indicating the location of the Ladies’ Rest Room. The Wairarapa R.S.A. was granted the free use of the Municipal Hall, Social Hall and Lecture Room -for the Diggers’ Market to be held on July 14 and for two days and three evenings prior thereto for preparation, pro- 1 vided all lighting charges were paid for.

The Masterton Head Teachers' Association was granted the free use of the Municipal Hall on August 7 for preparation and on August 8 and 9 for an exhibition of school handiwork, lighting to be paid for. \ The Masterton Townswomen's Guild enquired if the meeting room at the Ladies’ Rest Room could be made available for its meetings. The council decided that the Hall Committee be empowered to furnish the room forthwith. Councillor Kemp urged that it should be carried out as soon at possible. It was decided that the presen charge of 2s 6d per evening for the hire of the dressing rooms in the Municipal Buildings be raised to 3s 6d anc that a time limit from 7 p.m. to 10 p.m be imposed. The Wellington Acclimatisation So ciety was given permission to replace the present water-fowl at the Park with more suitable birds. Mi- C. Masters was authorised to traj opossums in the Park. The Wairarapa Hospital Board forwarded a schedule of fees totalling £10.358 13s 3d. which had been written off at the last meeting.
