HERR HITLER’S SHIFTS
CONFIDENCE IN PLEDGED WORD DESTROYED. One of the chief obstacles to any accommodation with Herr Hitler is that many of his past acts, including some of the most recent, have destroyed confidence in his pledged word, says the “Daily Telegraph.” Nor will his reputation for good faith be enhanced by his attempt to explain away his flagrant breach of the Munich agreement. When he asserts in reply to President Roosevelt that he has always given “full and frank" statements of his policy, he may be reminded that down to January, 1937. all he ever claimed was “equality.” Yet a year later he canje forward with “self-determination” and when that had been satisfied we began to hear in March. 1939, of “living space," the “millennial association” of Czech and German, “self-preservation” and what not. Where is the “full and frank." statement of his policy-in all these declarations, in which the satisfaction of each claim merely proved the stopping stone to the next?
