BRITISH BILL PASSES SECOND READING EMERGENCY POWERS. LABOUR PARTY CRITICISM. By Telegraph—Press Association—Copyright. LONDON, June 9. Moving the second reading of the Ministry of Supply Bill in the House of Commons, the Minister of Transport, Mr Burgin, said the Government did not intend to interfere with firms carrying on an export business till it was essentia] to do so in order to get some article immediately for the public service. The Bill took the power to finance the accumulation of reserves by traders and also to require a manufacturer to give Government work priority. The Minister of Supply was empowered to prevent swollen costs. The Ministry would become responsible for the expenditure of about £100,000,000 yearly. Labour members opposed the Bill on the ground that it provided that the Ministry should take over only some and not all the articles intended for use in wartime.
The second reading was carried by 235 votes to 114.
