The formula of a pact which the Qua! d’Orsay believes offers a solution of the Anglo-Soviet difficulty in regard to the Baltic States is being submitted to Britain. This formula will not formally guarantee the security of the Baltic States but will provide for an undertaking by the three Powers to guarantee the status quo of Eastern Europe. It is believed 4hat this would be acceptable to Moscow while not increasing the French and British commitments in Europe.
