OBJECTIONS TO INCLUSION IN PACT CRITICISM OF RUSSIAN ATTITUDE. ’ PROTECTION & AGGRESSION. By Telegraph—Press Association—Copyright. LONDON, June 3. "The Times's” Warsaw correspondent says that the Estonian newspaper, “Paevaleht” publishes an authoritative statement which says the Baltic countries think that the British and French proposals to Russia went far enough and they resent Russia’s “governesslike attitude.” , It adds that Russia should understand that neutrality of the Baltic countries would be a protection for Russia’s frontier. Germany’s proposed non-aggression pacts are proof that she does not intend to infringe their neutrality. The Independent Cable Service says that M. Karl Setter, . the Estonian Foreign Minister, told the “Daily Express” that Estonia did not want any Soviet guarantee. He believed that Latvia and Lithuania were also opposed to being included in a pact. He added: “Estonia feels that she is a' neutral country, and cannot sign such agreements as soon as any great Power, without any invitation from us, tries to appear in the role of protector against aggression. He would consider that Power to be acting itself as an aggressor." He indicated that Estonia _is prepared to accept help from Britain and France, but only in the event of danger. _
