NEGRO BISHOPS
APPOINTED BY THE POPE. IN MADAGASCAR AND UGANDA. (Independent Cable Service.) (Received This Day. 9.35 a.m.) ROME. June 2. The Pope has appointed the first two negro bishops. Monseigneur Ignazio Romaro Sandratanao, belonging to a Malgascia tribe, becomes Vicar of Madagascar and Grtiseppe Kiwanuka has been elected Apostolic Vicar of Masaka in Uganda.
