The Quebec Act against Communism, providing for padlocking of premises used for the dissemination of Communistic literature, holding Communist meetings or conducting Communist schools, was upheld by the Superior Court. The judgment declared that the' nurpase of the Act was to prevent.’ not punish. There was no violation of free speech, since a suspected Communist was still free to voice his opinions. ■
