A general Japanese offensive is opening to the north of Changsha, the Shanghai correspondent of "The Times” states. Warships on Tungting Lake heavily shelled Changsha. The Chinese captured Suihaien in Northern Hupeh, in an engagement in which they assert the Japanese were routed. TROOPS AT TIENTSIN. REINFORCEMENTS FRESH FROM JAPAN. (Received This Day, 12.30 p.m.) PEKING. May 24. Fifty thousand Japanese reinforcements have arrived at Tientsin fresh from Japan. _
