RECORD BROKEN IN U.S.A. SENATE PASSES HUGE APPROPRIATION. By Telegraph—Press Association —Copyright. WASHINGTON, May 18. The Senate passed a record-breaking 773,420,241 dollars Naval Appropriation Bill, to provide funds for a naval expansion programme. A provision is included under which the Navy Department is forbidden to purchase Argentine tinned beef. President Roosevelt protested against the items, pointing out that the Argentinian product was better and cheaper than the American. Senators Borah and Vandenberg unsuccessfully attempted the execution of a provision to build two 45,600 ton. warships. Senator Borah expressed the belief that Japan was not building such vessels and said: “This programme was: started by Britain, with the knowledge; of the United States.” Senator Walsh pointed out that Bri-' tain was building vessels of 42,500 tons because she knew that Japan was ex-' ceeding the 35,000 tons limit.
